Video comments
Put the note on the frame, not somewhere near it.
Pause, write, post. The comment keeps the clip's true frame rate, sits as a marker on the timeline, and one click takes anyone back to that exact frame.

The true frame rate, kept
23.976 stays 23.976 — never rounded to a whole number. A note on one frame is a note on that frame for everyone who opens it.

A note, or a pin
A comment can be a plain note at a moment or a pin on a spot in the picture. Either way it becomes a marker on the timeline.

Everyone lands on the same frame
Click the comment and the playhead glides to its frame; copy its link and a teammate opens the same clip on the same frame with the comment selected.
